BSU Loses Funding For Next Year

The Black Student Union will
not be funded during the 1988-89
academic year due to its failure to
submit a budget request to the
Student Association treasurer by
Feb. 12.
As of yesterday Student
Association Treasurer Amy
Hennisch had not received the
budget request . Therefore, she said,
BSU will not be included in the
1988-89 SA budget, and any attempt
to include it now could mean
violating the SA Constitution.
Budget was submitted
But BSU President Sandra Chase

claims the budget was submitted
Feb. 12 at 5:45 p.m. (still before the
deadline), but refused to comment
further.
"It was submitted, and that is all
I have left to say," Chase said
yesterday.
This year BSU received $24,950
from SA. According to Hennisch, it
would have received a similar
amount next year had it submitted
a budget request before the
deadline.
"Now they will have to take the
issue up with the Finance
Committee and the Senate," she
said.
Hennisch will be submitting her
budget to the Finance Committee

"No choice"
Hennisch said she had no choice
but to not include BSU in the
1988-89 budget since BSU violated
budgetary guidelines as established
in the SA Constitution.
The clause Hennisch referred to
was Article vn, Section l,A which
states: " All Student Association
organizations recognized with
funding must, by the second Friday
in February, submit a written line
item budget request to the
Treasurer of the Student
Association.''
While Hennisch told BSU officers
last week that she hadn't received a
budget request , she formally
notified them yesterday that they
would not receive specific funding
for the 1988-89 academic year.
The memorandum sent by
Hennisch to BSU stated: "As of
today's date I have still not received
a budget request from you for the
1988-89 academic year. According
to the SA Constitution, the deadline
for handing in requests for the

1988-89 budget was Friday,
February 12th, 1988.
"As a result, BSU will not be
included in the 1988-89 budget.
You will have to appeal this to the
Finance Committee and the
Senate."
Funding could be restored
Hennisch conceded that funding
could be restored to BSU "if the
Senate votes to do so." But in so
doing she added, the Senate would

be compromising the SA
Constitution and, conceivably,
someone could ask for the removal
of the senators on the grounds that
they violated the Constitution.
Also, she said, that if she had
included BSU in the 1988-89
budget, she would have violated the
SA Constitution and therefore
would have been subject to
impeachment.

to receive funding for any of its
programs next year, will have to
request funding from the SA
Minority Affairs Coordinator, who
has been budgeted $5,000.
Another avenue it may wish to
explore will be the new "special
activities fund" for students which
Hennisch just created.

Hennisch said the money which
would have gone to BSU has been
distributed to fund or partially fund
other areas such as the special
activities fund, a Student
Association newsletter, the SA van
and for increases in some student
clubs.
